The nurture in development is basically, how, when, and where you grow up. The situations and environment you are put in while you are developing up. People that grow up in areas that have more resources and access to more might have an easier time than people in more impoverished areas. People who dont live in poverty typically have a better education, better diet, and more opportunities than those who live in poverty.
