Between the periods of 1780s through the early 1800s William Shatnire, an intellectual white merchant, was a part of the Federalist Party for quite some time. Consequently, Shatnire believed in act a more loose interpretation of the untested Constitution. He felt that the Constitution was a step up from the Articles of Confederation, since it would earmark a better balance between the national and body politic government (civics.org article).
