It would be easier to contend which countries is it il legal in, that would be a very short list, with in general the U.S. were consenting adult awakenual rights are denied.

New Zealand
The Prostitution Reform Act 2003 made ALL adult prostitution and brothels a legal occupation in New Zealand but may have in any case many restrictions on brothels.
